tôi đã cố gắng để tải về một các tệp nhị phân cho các cửa sổ từ đây (ftp://ftp.zlatkovic.com/libxml/) và thêm chúng vào đường dẫn nhưng dường như không giúp ích gì.

Tôi đang sử dụng python34 32bit trên máy x64 win7.

Bạn có thể thử nhị phân từ here. Đầu tiên làm pip install wheel và sau đó pip install <filename.whl> để cài đặt nhị phân đã tải xuống.
